I propose that a future Labour government investigate the 'fare-free' mass transit policies (i.e. for buses/trains/trams) of countries like France & Estonia (as well as the 'Roosevelt Institute' unlimited rail/bus card policy?) to serve as a potential model for a Labour plan to allow all UK local governments to introduce 'fare-free' public mass transit system (as part of Labour's wider plans to introduce a UBS system? Which includes 'unlimited public bus user' scheme?) in their borough by 2030.
